Hello,
I will like to ask for your help about the best easy tool to use to build a new interactive blog or website.

It is about a teaching tool in which I can post my assignments and information about my class.  What I want is to have the students upload their assignments to the blog either in Word, pps or Excel. 

Please let me know which is the best tool to do this.  I can give my students a password or something so they can upload their work.  I can the revise and approve or decide or not to publish such work.

Do you know if there is a blog system that can allow me to do this?

Have a look at this site, they have a number of products that will potentially do the job. Look at the forum and knowledgebase softwares. It allows upload of documents and you can set all sorts of permissions via the admin control panel.
