How are you checking your backlinks?
Google webmaster tools will give you a good indication of important links to your site

I believe if you have got Google Analytics code attached to your site, you can check from which of the forums you are getting the backlinks.
Use yahoo site explorer to check out your backlinks, there is the possibility that the forums where you are posting are no being indexed by the SE giving no relevance to those links
You my check your backlinks also by using the SEO open tools for firefox..

You must also ensure if your posting pages are getting indexed or not. Being dofollow if the forums are not getting indexed then you could hardly build backlinks for your site.

Here are some factors to consider why the forum webpage are not being indexed by the search engines
Content is out-of-date
Website has explicitly set for the bots not to index those pages
Forum links may use NOFOLLOW therefore they will never have any ranking value
Too many outgoing links on the webpage
Webpage has too little content to be indexed
Forum uses long dynamic URLs
"rankhigher" nailed why your forum posts may not be being indexed. Additionally are you posting in forums that relate to your websites' topic?
use yahoo explorer its gives all of your backlinks

If you are engage in forums, most of the forums takes 25 to 50 post before you can put your signature.. forums.site-reference requires that you have at least 20 posts and at least be a member of at least a moth to have your link signature posted..
The backlink is your signature. As others have pointed out, it takes X number of posts before you are allowed to define your signature. This helps keep spammers out.

Having multiple links from numerous webpages on a website will be more beneficial, so although it may take you time to build up those 20 odd posts it will be more beneficial towards your link value from that website.
I agree this is a good thing which forums do, and I think this value should be quite high to prevent people from spamming with rubbish content which no one cares about.
If I were to link to an SEO based website from my forum posts then it would probably be very valuable.
