But why look for new method when the existing methods are still helpful for promoting the sites. Some common methods that are still helpful in promoting existing sites are:
Article Marketing
Blogging and Blog Commenting
Forum Signatures
Social Networks
Social Bookmarking
Press Release
Video Marketing (a new Fad and a good source)
You can try Email marketing as well as PPC. Emails marketing can do wonders if it is done in correct manner(not SPAM way). You can build your own list using any online business directory. Youtube video marketing works well. I found it very useful for myself.

No there is no way to promote the website with out the submission, submission is the way of link building which is very important.

Well you have that a bit wrong, there are ways to promote your site without submissions and some of them have been listed above and in other threads, so maybe you need to read what others have posted if you dont know any other form of site promotion

...apparently. If you listen to any of the SEO "gurus" the whatever the newest social website is then thats where you want to be (until the next one comes along)
I still think old fashioned link building on relevant pages is the best way forward myself. Always will be because it makes sense.

Engaging in forums is another way of gaining back links.. Participate also in blog commenting.. These can help to in getting back links.
There so many ways, Directory listing, social bookmarking, article submissions, natural links from other websites, contacting other websites for links, press releases.
The list never ends, you just have to figure out a target and work for it.
i agree.. best way to promote a website is still linkbuilding..

I usually participate in the following strategies in promoting my site..
- article submissions
- blog commenting
- book marking
- classified ads
- directory submissions
- forum posting
- link exchange
- press release
- online groups
Just have a lot of patience in getting the right resources.. 
All good points are noted in this thread. I'd say email marketing also works well. You can build your own list for better responses with the help of Online business directory. Online group posting also worked well for me.

Twitter combined with an on-sight WP-blog,
I have been using this combination now for about two months, I just write short blog post (abt 5 times a week) on the issues my site is about (career advice, management, leadership, resumes and job seeking stuff). I then do a tweet notifying of the latest topic. My Alexa ranking has improved at an amazing rate. Actually if you do interesting tweets (not talk about your coffee drinking habits as some do) the twitter account also grows like crazy, however you have to do the follow others then cull non followers stuff. I became 'serious' about twitter only in April this year and should hit 20K followers in a week or so. The other interesting thing is I find that I get followers that I am not following, I guess through the #followfriday recommendations.
I have done and when I get time still do a little reciprocal linking and of course comment on other blogs/sites however for me the combination of the twitter & on site WP-blog is the best.

Yes thats true I have used twitter when I have add a new page or new feature to my site and it can help as long as you have followers that are interested in your niche

By submissions, I guess you mean directory submissions?
Well if that's the case, that is only once slice of the cake.
There are many ways you can promote your website.
Do a bit of research about backlinks.
I'm sure you'll get your hands full.
