Please take a look at my art site. It's difficult to get links from other sites when I have either a very low page rank or none at all.
I had a page rank on the second of my link pages but now I have a gray bar...The kiss of death. No page rank at all.
Can anyone tell me what I'm doing wrong?

Which page are you talking about? The home page is a PR3 here....

I didn't understand what you where asking as well.
If you mean to say links page, it's really impossible to have it ranked equal to those other pages of your site like the index or home page.
Links page is of course a page where you place links of your partners or other resources which means in this page you are giving out votes to other pages from other sites. Links page are mainly use for link exchanges between partners.
If you are experiencing a drop down of PR on your homepage it might because you're not implementing or cautious about your internal links (links between your site's pages).

While I understand entirely where you are coming from I do have to disagree. The main reason that a "links" page won't have any PR is because it's a useless resource. I have many sites where the "links" pages have a decent PR. I would attribute this to decent relevant content with links to related websites. Unlike many "links" pages this is a genuine resource and is rewarded accordingly.
I think that if you are looking to increase the PR on said page you should really work on generating some serious content to compliment the links. If you are unable to do that you really should consider why you are linking out. If you are linking purely for links sake, there lies your problem.
