I run a large forum and posting times for events is a pain. Why doesn't the web as a whole adopt Greenwhich Mean Time aka Zulu time format? Then we would all be on the same time anywhere in the world and it would make meetings across time zones soooooo much easier!

Probably because so many people think everything revolves around them, including time 
But seriously, with the exception of the military, it's difficult to get most people thinking outside of their own time zone except as an afterthought.
it definitely gets some people confused
when dealing with anyone in North America (which is most of the people i deal with), Seven i simply always specify EASTERN time, even though i am not in the eastern time zone
it seems that's a time most can relate to (ie. most know they are X hours behind eastern)
not the greatest solution, but helps a little

actually in my world it is very important to be able to put myself into a client's mind set. As such, as part of my iGoogle Home pages I have a TON of world clocks ..one for each respective clients zones...
When I am talking to them it becomes important to know where their head is at and knowing the time of day is important IMO...

I have just switched to Thunderbird email client and there is a great little addon called foxclocks that puts a little icon on the page and you can add as many places as you want.
My day revolves around customer's times - up at 6am or before if I can to deal with USA clients, Europe comes in and about 5pm and then USA again at about 11pm.
Plus I have to work in with my artists - so knowing the time is important.
In this virtual world where people are just behind the screen (I never have thought of them as being thousands of miles away) They are just around at 'those times'.
So in terms of a universal time - it has been made available on the web years ago, but was not adopted. All you can do is react to customers in their times, let alone what time it is where you are
