I'm also relatively new to the Internet Marketing story and I've had an Adwords Campaign for +- 2 weeks now.

Everything was going all good and well until my location was changed from 3 small target locations to a whole country... All of a sudden my min. CPC SHOT up extremely!

I have now changed the target location back to the 3 smaller locations and the min. CPC has not changed at all... Most of my keywords are inactive.

HELP!! Please!

It is just not going down......

Any help will be GREATLY appreciated.

I really wish I could help you, but I know nothing about AdWord (besides it's not for my type of sites.) There is one thing I can think to try, though -- Why not contact AdWords and ask? Although they are in this for the money, it shouldn't be too much of a conflict of interest, since they oughta want you to make them as much money as you can afford. If you can't afford it, so quit, or stay minimal, they make less money.

Again, this is advice from someone even less than a novice at AdWord, but I did try AdSense for a while (not compatible with my platform, and never made enough money to get my first check), and I know that group is infinitely patient with green horns (novice -- for anyone not understanding the term "green horn.") Fortunately, for you, most folks on this forum know I'm not knowledgable about most subjects on here, so I'm hoping some will see that I answered you, and think, "Good Lord, we need to help this person, before he thinks atwhatcost knows what's she's talking about!!!"
