Additional Comments
I taught myself how to use frontpage (which apparently is a no-no?) and this is what I ended up with. I am an accountant, not a computer person so I need a lot of help!
When I was at my local bookstore, I pulled my site up on their public computer and was horrified to discover I could not even read it! I think they were running an older version of Mozilla.
Any help would be greatly appreciated, but maybe over my head.
Thanks, Beth

Welcome to SR Beth -- it's a nice looking site, even though you did use that gawd-awful MS FrontPage which isn't intelligent enough to tell you that you need to start your site with the mandatory <!DOCTYPE Declaration> which has created the code warnings shown below ... yes; I'd say the library is definitely way behind in updating their software...

Re: Please Review - http://leclercgroup.com
This site has been evolving for two years, but I am wondering now if I should scrap the whole thing and start over with a new program??

I wouldn't say scrap the whole thing -- just do a Google search for free HTML editors; download a few and find one you're comfortable with ... after you do that, come back and we'll walk you thru the process of getting your code correct; after awhile you'll begin to learn hand-coding which is by far the best method.

Re: Please Review - http://leclercgroup.com
I agree with TA,
No need to scrap the whole site because there are problems with an older browser. Go back to the coffee shop and explain the problems with the old browser they have and ask them to update it.
Hand coding is the best way you can be assured you have valid coding and that your site will display properly in different browsers.
Getting and learning an html editor is OK or you could just learn how to use FP as your editor. I use FP but only on the code side. Don't rely on the wysiwyg side. Any wysiwyg editor out there cannot do what you can do by hand.
The only way to discover the limits of the possible is to go beyond them into the impossible
