Are you trying to make a normal site map, as a web page that users will see if they click the 'sitemap' link? [to help them navigate your site]

If so, it's just a list of links to all your pages, set out how you see fit.

If you are wanting to list your pages in such a way that you can submit them to google as a google sitemap then this is something different.

We don't know if this person wants an HTML site map or an XML document containing links (often called a Google SItemap or XML sitemap)
