I've almost finished my hobby site, and thought I'd stop by for some general info.
I'm looking at the adsense, and was curious about what to expect for CTR. Whats an average, or expected CTR from any site?
Also, I have an adsense account on another site (little to no natural traffic). I dug around the adsense account, but didn't see a feature to add another site for the account. Is this possible, or do I need to apply for adsense a second time?
Depends on the type of site - I think most sites can easily see a 4 - 6%, but again, this is very generic. Forums see lower CTRs, directories see higher CTRs, and then there is a whole mess in between. 
You do not need to submit your new site for approval - once approved, just put your code on your new site and go to town!

The site will be information based. There is in fact a forum, however, the forum is not the main focus... more like a place for returning visitors to chat among themselves. I'll place adsense on that as well, but just not banking on the income for that portion. Revenue (i'm hoping), will be made via natural search, landing on the content pages. I'm taking a play from the book here, and not adding adsense to the index page, and placing them deeper in the site.
So what do ya think... about 10%??

be happy with 1%, anything else is a bonus
I usually get between 1-5% depending on the site but I've pulled one off that gets 15-25% regularly. This one has ads across the top, the bottom and down the right side. It's full of content and pictures so I have nothing to worry about either and the people are usually clicking to find where to buy the product. I make more off the Adsense than the affiliate link on the site.
If you want people to stay on your site - and keep coming back - I wouldn't suggest this technique. Keep the ads minimal and hope for a 1-2% CTR.

CTR as a % is meaningless unless you have substatial data (ie a denominator of over 100)
For example, I've had a page get 50% CTR, but this stat is meaningless as it consisted of 4 page views and 2 clicks.
For MFA sites I aim at a minimum of 10%, but usually get 15% - 20%
