I was surfing the web and I found this: "Traffic Swarm". This is a free promoting tool. Is it legal?

Why wouldn't it be? It's just a 'Traffic Echange".
The only thing you need to be aware of (as far as I know) is that you can't promote websites (or any page of a website) that has Adsense content. It's against the Adsense TOS, in so far as, it is considered 'inducing' people to click on the Adsense links by 'artificial means' .
Other than that, Traffic Exchanges are a bunch of people who earn credits by looking at (in the case of Traffic Swarm by manually clicking links to websites) other members pages, hence increasing their traffic ranking, which is really of no real use. The credits earn by 'surfing' other members pages, are spent 'exposing' your page to the same members who view it and, again, increase your traffic ranking.
The only use I have ever found for them, which is worthwhile, is increasing an Affiliate downline, as they are populated generally by 'Home Business' types who are open to a decent Affiliate opportunity or other home biz proposition.
