These are links that you pay for on a 'per-click' basis.
The world's most infamous PPC agent is Google.

When you click on one of those adverts the site owner pays Google some money for the traffic. It's believed to be a fair way of advertising as you only pay for the traffic you get.
This, however leads to click-fraud, which has many guises and is beyond the scope of this reply
There are two sides to the PPC coin - the advertiser and the publisher.
In the above example of Google and some random person's site, the 3rd party site is the 'advertiser' and Google is the 'publisher' - the advertiser pays the publisher.
Google, and other providers, let you show their PPC adverts on your own site, as another publisher, and compensate you with a proportion of the advertising revenue paid out by the advertiser - This is why you see lots of crappy sites popping up covering in 'Ads by Goooooooogle' - trying to cash in on the money that's changing hands.

It is any for of advertising that you pay for per user action (clicks). It has many forms but that's the basics, There is also CPM which is buying a set number of impressions or clicks.

G'day
"Northie" seemed to answer the question fully but. To simplify it, and I know what I am talking about as I am going through the process right as I type, well almost.
Anyway you find a PPC site which is not just google but there are many out there just do a search on ...well google and you will see how many there are. Then once you join one of them with whatever site you have, whether it is your own web site or is an affiliate site you belong to, you set up an advertising campaign.
So really PPC is just like placing an add in a newspaper and agreeing to pay an amount of money for that add to be shown. Then when someone clicks on your add you owe the PPC fee for that click. But hopefully once that person has clicked on your add they will also click on the adds you advertise in your site or buy whatever you are selling thus off setting the PPC fee.
The trick lies in the infamous "Keywords" you choose to use to advertise your site with. Here in is a topic that makes alot of web 'guru's' very rich alone.
