Ok, I am really looking for two things here....
1.) I need a reliable, cheap webhost that allows me complete access to my stuff. Yahoo doesnt let me access the CGI bin, I cant upload .htaccess files, cant install osCommerce, cant CHMOD to run PHP. I'm aggravated and fed up with this crappy service and I need a new host now!
2.) Along with the webhost, if I could find an IRC Shell too, that would be great. But, if not, oh well. I can always get one another time, so I am not really worried about it 
It's going to be some time before I have time to get in to that.
